Refer to "Advanced project portfolio Management and the PMO " , this is an excellent guideline written by Gerald L.Kendall and Steven C.Rollins . this book include a very detail procedures to build and manage project portfolio and PMO

successful portfolio is the one it''s project were linked to the organization objectives , prioritization role is key success for managing the portfolio , maintaining it in a weekly basis is a must to achieve your goal .
