In my opinion, building a good relationship with the person helps a lot to get the feedback and easily provide the feedback. Your nature of easy going also helps at times to attract people to you. There are many interpersonal skills which is required in project manager to create a good team spirit. Also there are many activities which can be done like team building exercises, open sessions, brainstorming sessions etc.
Through my experience, I suggest the best thing is to keep everyone engage in some result oriented activity. If some person has no work, you can offer him training, holidays, specification development.
Avoid late sitting and unwanted schedules.
