If there is a big project which is under a strategic portfolio (T&D, Energy, Oil & Gas, Civil Works etc) of company it is managing through multiple programs and projects, What the person managing this type of project should be called; a project manager, program manager or portfolio manager.
In our organisation we have EPC director who directs and manages the project across the region in different portfolio (T&D, Energy, Oil & Gas, Civil Works etc) and as a program. Still his jobs are very similar to project manager in a micro level. He was previously working a project manager for one project in organisation. Is he called as Portfolio manager now?
The tendering and business management of different portfolio (T&D, Energy, Oil & Gas, Civil Works etc) is done by separate tendering team. Project manager work starts after award of contracts. Top management decides which projects to bid and sometime for projects which are managed as several projects or programs.
Who is doing the work of Project Management, Program management & portfolio management here?
eg. Our company was awarded a big project in Built own operate and transfer mode (BOOT) for 35 years which involved many transmission lines and substations

I was part of substation construction management team who was dealing with 6 substations and each substation has different project manager.
I was project manager for one substation and parallel working with PMO team who coordinates all substation projects including this BOOT project. I may be part of operation of substations after the project completes and run for 35 years. What will be my role during all these scenarios. Saving Changes...
