Project Managers vs. Bean Counters

In too many organizations, project managers have to fight for some basic conditions of success. Because of the way projects are initiated, selected and approved, and the strictures of the budget year, project estimates start behind the eight ball and go down hill from there.

What are your experiences in estimating projects as part of the budget cycle? What roadblocks have you run into? What approaches have you tred that have worked?
