It depends on the nature of the contract. If the contract is fixed price, you can be sure the contractor will want to manage - and schedule - the work.
If on the other hand, the contractor is simply hire on time & material, you can expect that you are managing the work and, therefore, the schedule. Saving Changes...

It seems to me you need to clarify the responsibility matrix between yourself and the contractors. Usually a contractor is only responsible for certain project, but you issuing PO has a wider responsibility, often by looking after many contractors. The contractor may not have a complete picture. Besides, as you issue the PO, you know clearly the requirement, such as the business need behind the project. So even though the contractor PM creates the schedule for the project, you need to check if the schedule clashes with other projects, and feedback to the contractor. Saving Changes...

The key here is to understand who is the provider for the client. I mean: if your customers think that you are the provider, no matter you are working for people who is located internally in your organization, then you are in charge of the project. That´s all. Saving Changes...

It seems that in your project, PO''s have been given based on discipline of the work. Even though being a customer also, you have to deliver the project on time, so interface between the contractors and drive them on the agreed schedule ( It may be contractor''s schedule which may sync with your target schedule) becomes your responsibility. Each Contractor is responsible for their scope of work as per PO but for delivering the complete project on time, onus comes to you. Saving Changes...

Thanks for all your answers. So according to what I read, In my planning phase I have to consult the contractor to know his availibilities , and i schedule my project based on that. Just after sending the PO, I reschedule the project based on the contractor''s schedule.

You need not to shift your schedule to make it align with the contractor schedule. Ideally it should be other way around. While finalization of PO, ask the contractor to meet your schedule and accordingly plan the resources. Saving Changes...
