Why it considers that the scope is the basis of every project?

You usually start with a certain amount of scope in order to estimate costs and time.

In the case of Agile projects, the basis of the project is the sprint window (time) and you fit scope and costs to that window.

You have to diferentiate between project scope and product scope. You have to define the project scope from product scope. Basically project scope is the first thing you have to define because is all the work needed to deliver the product scope. Because of that all the other things (time, cost, quality, risk human resources, communication, procurement) are defined from it.
