How to plan manpower in a long duration projects?

Sometime the project duration of fixed price contracts is very long and you don''t want to keep manpower engage from the beginning. However if you don''t involve everyone from the beginning of contract, your project initial plan may change with time.

How did you manage such projects?

It seems your long project is divided into phrases and each phrase requires different manpower. So why not call each phrase as a sub-project? I find it easier to control if each sub-project has clearer objective. And you know when is the right moment to bring in what resources.

We are doing the project in phases only but we require a overall project planning.

When you start the project you make initial project plan for complete project.You need feedback of each stakeholder to prepare such kind of project. Also there are many phases which usually overlaps.

So normally companies don''t mind in spending on Manpower but satisfying the manpower requirement becomes challenge. You hires someone but he lefts you when you need him.

Other options we are utilizing is to have both functional and projectized organisations in the company. But it is also becoming challenge due to increase competition and cut throat prices of EPC projects. So we have no option than sharing manpower with multiple projects. It needs a lot of negotiation to get the right manpower for any particular project.

It seems like a double edged sword in terms of fully utilizing the manpower but not all the time all the resources will have work and at the same time convincing the client to pay for the entire duration of the project for all the resources.

One way of fully utilizing the manpower is to have shared resources which is good from organization perspective but how do you convince the client that the required resources will be available when ever there is a need from client.

It is an interesting topic and even i would like to hear what other experts will say.

Lot of thoughts/ deliberations with stake holders need to be done at the start of developing the resource mobilization plan. There seems to be tough times convincing the customer regarding the proposed resource mobilization plan but one has to otherwise cut throat challenging price in EPC projects will be difficult to sustain.

Other times productivity norms specific for the project can be developed based on OPA and past projects rather than following the standard productivity norms applicable on EPC projects. It will reduce the requirement of resources but Project manager has to make sure the availability of resources at the time when it is needed.

You are searching for the holly grail (hehehehehe). You can take multiple ways and it depends on the market where you are working. In same places you can find human resources easily and in others not. And it depends on how you have win the contract mainly regarding to project costs. In some opportunities I have facing this hiring people "on-demand". In other opportunities I have a small number of human resources by contract working with us the whole year. The key thing to understand is that it is a matter of your company strategy and the whole year planification of forecasting mainly working on demand management.

Acquiring manpower is not very difficult but identifying them need time. So we must process well in advance but in some cases manpower sits idle for quite a long time and found missing when it is absolutely required. Sometime company system is also slow for hiring manpower.
As a project manager you cannot control environmental factor and generally you have to bear it.
