In every project it is important to have a clear project strategy and the project objective is built upon that strategy. So in your case make sure the strategy is clearly defined and acknowledged by all internal stakeholders. It would still be better to have a clear and agreed project budget, even though the project could be a loss. It is important to control the cost even though it is planned to be a loss. And it is important to keep good change management, even if the business head agree to add scope for free. In summary a PM should still be a professional PM in respect to different business decision. Obviously, it is important to manage your budget. However, if you complete your delivery on time, that normally avoids escalation in costs. This being said, it depends on what type of scope it is. I''m talking from building construction perspective. It is definitely a big plus from perception wise by stakeholders in relation to projects being delivered on time or early because not everyone knows details about the costs. It''s the quality that counts first of all which provides lasting impression and delivery on time is actually just short-lived as in, no one would remember that the project was delivered on time. Scope creep is the number one enemy of a Project. Once allowed it brings in growth to further scope creep harming the Project. When Scope is controlled/managed in accordance with Schedule and Cost estimates, it results in all around satisfaction.So, care should be taken in the Planning stage of Scope definition itself with the anticipated creeps so as to trigger as when they occur warranting the pre-approved changes, if any. In this context it is important to follow change request management process for sure. If the performing organisation is an internal IT function then it can always highlight the business benefits. But if the performing organisation is consulting service delivery unit then it is difficult to predict on how the long profitability can be assured? There is some truth in what that person told you, Karthik. While we deal with the triple constraints, it is important to know which one is the most important and which one is the least.
Some clients will have target dates that cannot be moved. In those cases, you will find that the time constraint will be the highest priority.
