How can I produce a portfolio view of Resources from MSP?

In my organisation each project manager uses Microsoft Project for scheduling including resource allocation. We need to create a portfolio view of all the projects to see where we have resource issues. The business currently has little cash and is reluctant to purchase any PMO software.

What is the easiest way to do this which minimises manual support? Currently there is a manually created excel spread sheet which isn''t sustainable to maintain.
