Of course not, as it is not possible to categorize an activity into a project, when the activity itself was not managed as a project.
The point, IMHO, is to be sure that a project management method will be completely reproducible with different subjects and clear, as it follows standards from a well defined methodology. Saving Changes...

The problem is: there are not PM methodologies outside there. Or let me say, there is a great misunderstanding about project management principles that lot of peoples say is a method or methodology. For example, all stated inside the PMI´s PMBOK is not a methodology while some people understand that. On the other side, the worst thing you can do is taking numbers showing something that answer what you are stated. No method or methodology can be applied in any organization or initiative as a receipt and it is impossible to meassure success because it depends on the initiatives objectives that have been achieved.
