Does control account level need to be in the same level as work package level?

In a project, WBS is defined in sufficient detail to facilitate proper monitoring and control and achieve the objectives.

Execution level monitoring is done at lowest level of WBS ( say work package WP level).

Is it necessary to also to fix the control account at this level?
If so, will this not increase the work load for control account personnel?

If control account is positioned at a level higher than the execution progress monitoring level, then the WP has to be rolled upto control account level. In that case, progress monitoring will be done at lowest level and control account will be at higher WBS level.

In such situation, the key stakeholder will not be able to know the detail of where the problem/issue lies?

How to overcome this issue?

I understand that codes need not be for specific stakeholders.
I was trying to figure out that scope/need for the code at higher level is to manage the details at organization/program level.
Whereas the code at lower level is to manage the needs of monitoring and control of the project attributes within agreed scope, cost, time and quality.

Well, you can say so but also the codes for higher levels are used for monitoring as well. It is an integrated system.

For IT Projects, you do not need thst sophisticated WBS and codes I believe but it will work as well. This system is usually used on mega jobs.
