I am working on developing metrics for project managers in one of our groups. We don't need to justify the projects because all are assigned by the office of the president and directly support corporate objectives. What we do need to manage is how well our PMs perform on the job. I am thinking of using the Time, Resources, and Scope constraint; how well are they negotiated in the beginning, how well are they managed during the project, how is the change management process applied, how are communications around the project progress handled, and finally in the end, compare results in these areas to the baseline (or adjusted baseline assuming change management was handled appropriately). The goal is to measure the PM not the project we already have that in place.

My question: Do any of you have any experience or thoughts around this? Any suggestions or resources?

Dear Judy, sounds like you are right on top of this! Many folks use a Project Manager Performance report as part of Executing to do just what you mentioned, measure the PM. You might want to still have annual performance plans as the PM Performance report as part of a project will not have all of the performance duties of your PMs. For example, you might have contributing to the continuous improvement of the project organization and developing and executing project manager professional development plan tasks as part of a PM annual performance plan. Thanks for the response Mark. It looks like we are a couple years apart in responding. I did pursue this and came up with some pretty specific measurements for not only the project manager, but the project itself that cover the entire lifecycle. Things quantifiable. I'll be happy to share them if you still have an interest in this area.

If you would be kind enough to share some of your insights here, I think a lot of people would benefit from them. Even just a list of measures would be fantastic.


Was there a quality measure? You mentioned change - was that just changes in scope, or did it include addressing cultural change management issues?
