I would say bare essential documentation is what is required by a business analyst or a project manager, it would not only make his job agile but by improving on efficiencies and defect eradication, would make it lean as well.

You sit on a much higher level typically than a BA would. How would you define a successful BA in your organization? Is the best solution always minimal documentation...I really want to get into a quantitative discussion about what is "enough" but I have no foundation other then personal opinions.
Documentation is very important and will extremely help in the closing out of the project, I am telling you from experience. As for How Much, I can't tell, it all depends on the factors you've mentioned in your question besides legal and financials requirements and organizational process assets.
