Change management plan

Hi all and happy new year:
Considering the PMBOK 5, what is the process that the change management plan is an output?
My concern is that, the change management plan is developed or created in which process throughout the project?

I believe it's created during the planning stage.

Stage to create it? So what is the input, tools and technics that can be use to create it?

Good question. It depends on if there are preestablished plans at your organization, which methodologies are used, if high-level management have qualifications for de-risking item...etc.

I would look to a change framework for best guidance like ITIL among many others. Does anyone have a change management method other then ITIL they prefer?

Good question. It depends on if there are preestablished plans at your organization, which methodologies are used, if high-level management have qualifications for de-risking item...etc.

It is created during the Planning Process. It falls under Intergration Management Knowledge Area: It is an output of creating Project Management Plan. It contains:

Change Control Procedures
Approved Levels for Authorizing Changed
Change Control Board personnel and their duties and responsibilities
Plan how changes will be managed and controlled
Who should attend meetings
Emergency Change Process
Organizational Tools

That being said, I would say that the main inputs should be:

Enterprise Environmental Factors (Cuture and Existing Systems)
Organizational Process Assets (Procedures and Processes, historical informtation and Lessons Learned)

Tool and Techniques can include:

Expert Opinions
Meetings
Group Facilitiating Techniques

To add to your tools, i'd say that existing frameworks and previous change work be used in an organizational process/document review.

Thank you for the contribution; what you say is logical, but the concern is that it is regularly mentioned the change management plan in the PMBOK5; but there is not a clear process that change management plan would be the output. On page 72 which refers to develop PMP, it does not appear anywhere the creation of Change Management Plan
but I remain on your proposal, hoping that this will be clearer in future editions of PMBOK

Perhaps, Trésor, your confusion is because the Change Management Plan is a part of the overall Project Management Plan.

Your Project Management Plan will include:
* Change Management Plan
* Quality Management Plan
* Schedule Management Plan
* Cost Management Plan

And many other plans.

I would add also:

1- Configuration Management Plan
2- Process Improvement Plan

As the above are not tackled in separate chapters of the book.
