Change management plan

Hi all and happy new year:
Considering the PMBOK 5, what is the process that the change management plan is an output?
My concern is that, the change management plan is developed or created in which process throughout the project?

Perhaps, Trésor, your confusion is because the Change Management Plan is a part of the overall Project Management Plan.

Your Project Management Plan will include:
* Change Management Plan
* Quality Management Plan
* Schedule Management Plan
* Cost Management Plan

And many other plans.
I would add also:

1- Configuration Management Plan
2- Process Improvement Plan

As the above are not tackled in separate chapters of the book.

It is created during the Planning Process. It falls under Intergration Management Knowledge Area: It is an output of creating Project Management Plan. It contains:

Change Control Procedures
Approved Levels for Authorizing Changed
Change Control Board personnel and their duties and responsibilities
Plan how changes will be managed and controlled
Who should attend meetings
Emergency Change Process
Organizational Tools

That being said, I would say that the main inputs should be:

Enterprise Environmental Factors (Cuture and Existing Systems)
Organizational Process Assets (Procedures and Processes, historical informtation and Lessons Learned)

Tool and Techniques can include:

Expert Opinions
Meetings
Group Facilitiating Techniques

Tresor: beyond the comments above please let me say that it could be great if you contribute to PMBOK new version revision when it was open this year (I do not know when). Stay alert. On the other side, what you have to take into consideration is that the project manager is on charge the project change management plan. Not about other management plan. As Rami stated is part of the project management plan as a subsidiary plan.

May I use this thread to clear up a doubt I have concerning change management.

Do ALL changes must go through the CCB or does the PM have authority to decide which requested changes must go thru the CCB? Could both options be correct as long as it is stated in the Project Management Plan? Thank you in advance for your feedback.

I would say both options could be adpoted as long as it is clearly stated in the Project Management Pkan and then properly recorded after action is taken. Recording all changes is very cruicial.

I would say both options could be adpoted as long as it is clearly stated in the Project Management Pkan and then properly recorded after action is taken. Recording all changes is very cruicial.

Fully agree with Stéphane. It will depends on the project change management plan. And that is not trivial. Remember that as project managers we have only one part of the information (the project we are managing) but change will impact the whole portfolio or program.
