What do you think are the most important elements that the PM and the project team has to consider while developing SharePoint Governance?

Off the top of my head, I can share the below:

1- Different Levels of Access depending on the Authority in the Organizational Structure.
2- Remote and Proper Remote Access to PM Team's
3- Proper "Friendly User" Structure for the Content for easy reference.
