As Adil, points out, situational management is where you manage one situation at a time. Each situation is dealt separately and independently.
Situational management can make sense in the decision making process but really shines in emotionally-charged conflicts.
Agile methodologies usually see decision-making as something handled at meetings, like the daily stand-up. It presumes all the decision stakeholders are present at the meeting. The idea is to avoid "I'll have to get my boss to approve it." Saving Changes...
