I will be writing articles in 2016 to explain why the PMO of yesterday never was, the PMO of today is not, and the PMO of tomorrow never will be just an "office." The PMO is, was, and will continue to be a functional "organization" for the business management of projects, project-programs, and project-portfolios, which is Project Management Organization.

It will be a functional organization if and only if there is a function assigned to it to implement the organizational strategy. We need to understand that organizational strategy formulation determines the functions and the decision about a function must be assigned to a busines unit and the business unit deserves to be created.

Hubbard and Bolles’ PMO case studies (Bolles & Hubbard 2012 and 2015) and research by others (Hobbs & Aubry 2010) indicate that: 1) No single view of the Project Management discipline, or a single form of an associated PMO implementation exists, which will allow any enterprise to solve the larger issues presented when managing projects to achieve business benefits, value, and profits; 2) PMOs in different industries, different regions, similar sized enterprises, or in private or public enterprises do not vary systemically in the manner in which they are structured or the functional roles they fulfill; and 3) The organizational structure and the functional roles employed by a PMO are driven by the enterprise’s political and organizational context.

The business function that organization executives in our Volume I and Volume II PMO Case Studies is the role of an Enterprise Project Business Management Organization (EPBMO) reporting to the CEO or other senior executive with the responsibility to oversee the distribution of the enterprise's resources being used by approved project-programs / project-portfolios / projects, to ensure that the desired business benefits and values are being delivered. The 19 enterprises in our two volumes have successfully implemented a sustainable EPBMO reflecting our Project Business Management (PBM) Model utilizing our PBM Framework. Our PMO Article Series have been published by the PM World Journal, monthly newsletter this year, provides its readers with an understanding of how our PBM Model and Framework supports the foundation requirements for establishing OPBM with organizations of all types and sizes. Our November article just released at pmworldjournal.net focuses on the requirements to establishing Organizational Project Business Management (OPBM) by implementing our Project Business Management Organization (PBMO) Model as an executive led business function.
