@ Kewin: The cost saving is around 5% of total contract. Normally in fixed price contract you have no provision contractually to share the potential benefit with client which makes this exercise lengthy and time consuming.

I agree with Mr. Suhail and don't find any ethical way to tackle this issue.You may remove the lowest vendor from the bid because it is not approved in your project. But this part is with procurement manager. Management will insists to find out the possibility to change because both are in approved vendor list of customer. Customer don't want to do this exercise because he has no benefit.
