Murambwa, I would start by using your organization's goals and objectives. Make sure they are prioritized then assigned a weight to reflect their importance.
When you review a project, assign it a rating, say from 1 to 5, against each organization goal according to how well it helps reach it. Multiply each rating with the weight associated to the goal, and sum the products. The projects with the highest numbers will contribute the most towards your organization's goals. Saving Changes...

Organisational goals is best practice to take the lead role in decision making, project to be chosen needs to align with the strategic values which your company promotes and YES! I agree with Stephane on the multiplication, also be sure to explain to the other departments why their projects may not be in the immediate plans for the company, they may end up being future stakeholders in your selected project. Thank you guys, your contributions have been helpful, I have lead the process to define a matrix which will be handy in ranking my projects, but has come to light is that, some minimum project planning, i.e. project business analysis has to be done before you can start selection, and the projects have to be at the same level of the project mgmt life cycle to ensure comparability Saving Changes...

You should have a Business Case for each of your project. It contains business need and the cost-benefit analysis and provides information from a business standpoint to determine whether or not the project is worth the required investment.
