I need to develop a Project Selection Criteria, its a headache to prioritise projects with every user department thinking each of their project is a god investment and needs to be implemented right away, and I have limited staff,and outsourcing not an option in the near future. I am looking for something very practical, objective and easey to use,

I prepared a sample Project Selection Template to demonstrate my proposed technique.

In the process, I also found another tool that is also posted here.

Stephen, Great tools and yours is really good because the first sheet is introduction / instruction and the second is the scoring table. Thanks for sharing.

I suspect the PMI Standard for Portfolio Management would address this topic well, though I've not yet read it (It's on my list!). Project selection is one of the domains of portfolio management.
