There are some smaller consulting firms who are well regarded in requirements faciliation. RWD Technologies (headquartered in MD) is one example.

To paraphrase Praxis's Reveal page, the three main reasons a project will succeed are "user involvement, executive management support, and a clear statement of requirements." You have identified another key success factor in developing requirements...a good facilitator.

I would suggest you contact Mike Wood author of the Helix Factor. Mike is SME for PI here at Gantthead. His Helix methodology addresses the areas identified by Praxis in as seemless a fashion as possible. Should you need additional info, please let me know.
