The worst thing you can do is not hire a business analyst to work along the project. The reason is simple: All related to project must be defined from product/solution scope. About the same person could take both roles, please let me say that I have performed conferences talking about this topic from 2010 inside the PMI World Tour around the world. At this time, there is not something like the PGBA (Practice Guide for Business Analysis) where you can clarify how the roles work together by seeing the "Collaboration Point" section. Most of us who started working as BA from the very begining of the role creation performed both roles. But is key to decide about that two points: 1-stay clear about what each role is. 2-stay clear about the PMI´s Framework of Competeces and the IIBA´s Underlying Competences definition. In our organisation Business analysts are not participating into project management but doing the job of strategic planning and identifying business requirements etc. It can be considered a strategic role.
IIBA describe business analysts as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization, and to recommend solutions that enable the organization to achieve its goal

In some of the Projects I have worked on, there was always a Business analyst or some sort of business analysis by an SME which was conducted with the management before I was brought on board to draft charter and project plan etc, in the absence of such roles, I had to do some requirement elicitation at some point , although I believe this role(BA) is best performed by a business analyst, unless it is a project of lesser scope/budget or size of the organization( someone still needs to fill the role) . I am going to depart from some of the other comments.
Given the description of the project team (low skill, no PM methodology), I believe this project will be best served with a senior level, experienced business analyst on board to provide guidance, support and structure to the team at large. This person will be an asset given the description noted a lack of executive interest in the project's mission/objectives, I would submit that a large share of the project manager's time is likely going to be absorbed in organizational politics so the BA will become a support person to the team when the PM is not available.
