I have very small project ( Construction) with all finishes and MEPworks. What is the Best type of RFP(REQUEST FOR PROPOSAL) to issue.Time is limited within 3 weeks to have a contractor on board.Any suggested RFP?

Since you've mentioned RFP then I assume you want to use Cost Reimbursable Contract as usually RFP's are associated with this type of contract. You can use Cost Plus Incentive Fee (CPIF) or Award Fee (CPAF).
However, usually for construction projects we use Fixed Price Contracts if we have a clear, delailed and complete procurement statement of work and estimates. With FP contracts, we usually send IFB (Invitation for Bid) and you can use FPIF contract type.
Since the project is very small, if you do not have complete procurement SOW and you have no time to prepare except minimal documents then go to T & M based on unit rates per sq.ft or per hour. Saving Changes...

I suggest for a Quick WBS and rough costing. Accordingly you may regroup into reasonable packages and finally go with known/ or approved existing vendors/ sources based on type of works involved. Best of luck. Saving Changes...
