I would say ethically it is not correct as it is being used to overwork staff and get unrealistic results, but if used judiciously and within the bounds of ethical values, we can name it as Need Based Reward/Compensation. There is no concept of Stick in management anymore, we can control performances by varying the reward or by not rewarding the poorest performers. I personally do not like this term of "Stick and Carrot".

I actually agree with Suhail - The term Carrot and Stick is not suitable to be used anymore especially with the advancements in PM and the educational level of people who work in PM. It might be considered offensive somehow and this is my personal opinion.

I believe the phrase is unfortunate, but the concept itself isn't entirely unsound. Motivation theory posits models inclusive of extrinsic and intrinsic motivators, and while project team members should be expected to have some degree of intrinsic motivation, as project managers we need to be aware of what appropriate extrinsic motivators look like for our teams, and apply as appropriate.

I don't believe we should act to perform operant conditioning on our project team, however, so the "stick" aspect is probably best left infrequently utilized.
