Setting Objectives

My department has recently merged with another development group and we are trying to align working practices. We are at the start of our performance management cycle and I want to come up with 3 or 4 generic objectives by job function (PM, Analyst, Developer, Tester). These should cover project focus, delivery, working within the development 'community' and lastly working in the wider IT community. If anybody has already done this or can point to some good examples I'd be most grateful for your input.
