Resource Mgt and Portfolio Mgt

I have been asked to prepare two short papers for my manager on the IT industry trends on both Resource and Portfolio Management. We are trying to determine actually what those terms refer to in the field of IT?

Can someone please reccomend some good resources or articles on these two subjects?

There is a good collection of Project Portfolio Management whitepapers in a book by Dye & Pennypacker with the same name - "Project Portfolio Management".

Gartner's Ted Kempf has been tracking portfolio management and resource management (Gartner refers to it as Services Process Optimization (SPO)), so http://www.gartner.com/ may be useful, as well.
