who is leading Process Improvement, Performance, and HR ?

There are several buzz words, Performance, Process Improvement, continual change.
In the top firms who is managing Process Improvement ?
I see my industry there are still centralized groups for PI, and I see HR facilitating talent Performance but its mixed with PI.

Process Improvement is coming to a company near you, very soon! It may not be called Process Improvement, but it is certainly on the minds of businesses trying to stay competitive. Some others have touched on it briefly, but Lean and Agile practices that used to be 'just' for Manufacturing (Lean) and Software (Agile) are gaining ground over the whole organizational structure. When you consider data the output, and each department's work as manufacturing data, all the Lean and Agile techniques can be brought to bear against nearly any process. Once you adopt the model of continuous improvement across your company, each department will continue to look for improvements in process, efficiency, and effectiveness to stay ahead of the competition. Process improvement is owned by everyone, because if it isn't, they aren't going to have a job for very long.
