My opinion is that leadership is learned (and trasferred) when you are a child mainly by your parents and then can grow up through your own trials and experiences as Stephane mentioned.
A person can develop leadership also when he is adult but if he wasn't used to be a leader when he was a child is more difficult to learn than other skills. Saving Changes...
