Experience of project closing in project initiation phase itself

Hello All,

Once a project manager is assigned during initiation phase he/she does a high level planning and analyze whether project can be executed as per the given constraints and can meet the objectives.

Has anybody come across a situation where they need to inform the key stakeholders that project cannot be executed due to several reasons in the initiation phase itself?

Sure. It is a matter of project governance. The business case and the project charter (to put an example) are live documents, mainly the first one. One the organization decides to start a project some environmental conditions (external and internal) are in place but those conditions can change and the project has no sence to proceed.

We faced this problem in one transmission line project when we came to know the problem of right of way in that region. The compensation demands were much higher than the government rates and customer was not providing any support on this matter. So we closed the project.

I personally never encountered closing of a large project after being initiated but for a fact, it might happen yes, everything is possible.

My experience here is, that for really big projects there is a feasibility research/project performed before initiating the main project, just to exclude such situations.
But i havn't faced such a situation in all the small and middle big projects i have performed also, ... yet ...

Also in my experience there is a feasibility phase before initiating the project to exclude the situation you highlighted. Obviously if the feasibility has not been done well or risks are underestimated could happen.

It can also happen due to:
- re-prioritization of projects to deal with lack of capacities.
- re-positioning of stakeholders engagement: power/interest might change
