Actually, in real world it would be very difficult to have take out a separate time for learning. So organizations provide that assistance in form of sponsoring higher education or in way of certification. Other than that we usually talk about new things learned during our meetings/ in cafe's (casual talks to take learning further).
Plus every day is learning so there is no dedicated time for learning. You have to make space for yourself to learn something new other than your work. Saving Changes...

we have a learning platform in our company where you could book courses depending on your profession and in alignment with your personal goals but also with the strategical goals of yours team and department.
This courses could be within working hours but also to do in your spare time ... it depends. In addition we are allowed to take learning hours - for reading a book for instance - while working hours as along as the work isn't be affected. In reality this is not often possible like you could imagine ...

I live both worlds: company where learning moments was promoted and companies where it was not promoted. In the first one category, I was in charge of the Latin America Professional Service Area and the company policie was to have 75% of work hours for each person in my team fully billiable then the rest of those hours I assign learning sessions in quit diferent fields (technical, business, selling, etc). The sessions were previously planned and my commitment with my boss was to demostrate that thanks that the area will groth in profit. In the second one all depends on your personal effort.

Most of my employers expect learning to be led by each individual. There are corporate continuous growth initiatives delivered over the year in the form of courses, webinars and panels. The employer also usually provides some financial support but may expect you to also contribute partly.
Bottom line, you need to be in charge of your learning and growth. Find out about opportunities within and outside work. Ask your manager about covering travel, time and training. You'd be surprised at how much they will support your learning journey if it aligns with the organizational needs. Saving Changes...

In my organization every employee has to complete 40 hours of mandatory training in a year .

If you are using "worthy" in terms of "volore" I will say the first one. But in my experience the key is to demostrate the value because to use that system you have to take into account that the organization is making an investment. Saving Changes...
