I wanted to know if you all use the PMBOK mentioned tools and techniques ?

Because now a days I see with the raise of Agile many people using very rough estimates for schedule and cost (estimating mostly depending on their experience or just a vague figure).

Have you too come across any such case ?
OR
Am I wrong in my understanding ?

First, there is a Software Extension for the PMBOK where you can find all related to agile envirionments. Second, you do not have to use all. You have to use what applies to your initiative.

Estimation should never be done as a vague figure ... This is called padding and it will expose the project to very high risk. You do not need to use all tools and technicques but use whatever serves the purpose of your project.

For estimation, you start with ROM based on high level requirements then during planning when you define everything in details combined with your experience and the experience of other planning team members, you will finalize the estimates and develop a budget. Estimation is never a vague figure and never only depends on personal experience, you need to do that right because it is the foundation of your project.

I would add that whether I have expertise in a project subject or not, I always use the project team to provide the estimates used to develop the project schedule. When it's finalised, they can hardly argue then that the plan is unrealistic.

Unfortunately, M, you often have to get estimates to prepare the answer to an RFP. Once the procurement process is done and a contract awarded, you may have people who were not involved in the original estimates. The hard part is that the contract price is set based on the original estimate which may be quite different with the assigned project team members.
