Do 'Best Practices' stifle Innovation?

To what degree do 'Best Practices' inhibit Innovation? What can be done to achieve a "healthy balance" between processes that have worked well in the past versus innovation? Specifically, somewhat radical innovation not incremental improvements via Kaizen.

Best Practices encourage Innovation. We have always been innovating as the best practices are continually changing and improved. It is easy to innovate nowadays due to mobiles & devices and the social world that we live in. NASA sometimes deploys crowd sourcing to get some good ideas and improve the current ones as well as develop Next Generation Technologies! The innovators are getting younger too. One of the best times for technology and gadgets loving folks.
