What type of organization structure could I suggest

What type of organization structure could I suggest to be implemented in an Oil multinational Company to improve and increase value and succes in the IT projects? if actually the Company use functional organization structure.
Can we implement this structure only to IT departments?, the plan is involve many IT international employes in a common Project, por example if we have a new project in Qatar I want receive participation of the others IT employes of the US or Mexico. What is the best way to take advantage?

I don't have the proper knowledge to be able to suggest a particular type of organization but I can only share my experience: in all the IT departments that I have worked so far as a technical consultant (on contract) primarily a functional structure was being used.

Project managers did exist to manage the projects but they were typically not involved at all in the technical aspects of the work being performed and the budgets were controlled by the functional departments. I think this qualifies as a weak matrix structure. I am not sure if this is the best but apparently this type of structure is commonly being used.

Well, I am involved in this type of environments for years and right now I am working on transform it. Talking about my personal experience it is not possible to chage the organizational architecture. If you have "silos" you have to live with that. What you need to make is to integrate the silos for each initiative. But as Pravin mentioned above for each initiative, before the project is approved, you have to make an analysis about your organizational architecture. The activity is on charge of the business analyst role. We use the Tom Peter“s Seven S model as a tool to review the architecture. This model contains seven variables where you can find what Pravin mentioned above.

Have your IT management looks at the way your own organization handles capital projects and you might find a lot of ideas to use. I said this on the understanding that you work in oil company that is multinational as you said --- so even if it does not have a great project management system, I am sure that what they use for capital projects might be more mature than what IT is doing
