Most Business stakeholders are usually project stakeholders as projects are related to business but project stakeholders will not all be business stakeholders, though some key stakeholders only might be business stakeholders at the same time.
As for keeping stskeholders satisfied and all on the same page, you must work on a proper communication plan after identifying all stakeholders. Business stakeholders are also your project stakeholders. However different stakeholders will have different expectation from project which can cause different influence level on project. Some will have more influence with +ve/-ve impact.
So identify stakeholders based on their influence and impact to project. This will help you identify their expectations and inturn ways to keep them satisfied.
