How do we estimate a re-engineering effort? There is an existing web application that needs to be converted from one proprietary application framework to a J2EE application framework i.e from one vendor to a vendor neutral approach. This web application is written in Java/Rhinoscript/HTML/XML/XSL and some proprietary API of the vendor.

Are there any proven methods for estimating this effort? Any patterns/strategies that can guide this process? Did you face such an issue and how did you resolve it?
