I guess you will never find templates which needs exactly your needs from scratch but you will find templates which you could start with and than customize it along your needs.

I needed a plan that outlines what to consider when managing the implementation of a Masters program in an institution. My background is IT Project management and this is the first program of this scale I am managing and don't want to miss anything as far as requirements, analysis, development and etc. I can create the plan just need guidelines for this type of a implementation. It sounds like you already have the templates. What it looks like you need are samples for an education program implementation project.
