How to Motivate a team in a public organization where the monetary benefit and other incentives like paid leave and promotion are not admissible so easily?

I give cards of appreciation to team members, ex flex timings, hold frequent informal interactions, allow them to exercise initiative and give them maximum positive exposure during performance reports to top management. Ensure that project team is duly rewarded with bonus / monetary awards and commendation card at the highest level.

Great ideas Tariq. I also like to send "thank you" notes, ensure that leadership knows of efforts of the team and acknowledge them publically with a "thank you." For extra efforts, I ask the CEO, Executive Director or other high level executive leadership team member to personally say "thank you" and acknowledge efforts via a letter.

Gina thanks for the new idea. I have practiced this appreciation cards for last 15 years and it has given astonishing results. These are small printed cards which i carry in my pocket / diary and whenever, i interact with a team member or project team any good idea or effort / contribution is appreciated there and then. The card is hand written citing the name of person and his achievement and signed , presented infront of other people. The cards have varying shades from fair effort to good, very good and excellent effort.

In public organisation in many countries bonuses are gazzetted by the government so not so easily paid out to a few individuals. They are normally across the board and subject to scrutiny.

That said i think appreciation of one's work is fundamental even in private organisation. Such appreciation takes form mentioned above thank you notes, direct thank you for your efforts chat, recommending them for training programmes relevant to their jobs or percieved career plan. Name a meeting room after the employee for a year.
Give the employee a reserved parking spot for six months.
Help to pay for a trade association membership of their choice.
Present the employee with a framed certificate to show how valuable the employee’s contribution to the company has been. a chance to lead a task force or project team can be a good motivator too. leadership attention (i.e one to one conversation with the director of the public entity) can also be a good non cash incentive.

There are several other options but the most important thing is you need to target each person with the correct proposition.

As you know, it depends on the local culture and organizational cultre. What worked for me was time flexibility, training, create an internal program for making things better and then help the creator/creators to formalize it and to present it to the directors (I did not present, they present) and to push for the program execution and publishing.
