I take your view point. At the same time I would like to add that in today's technology driven world of mobile & social computing, project leaders are able to overcome the long time frame required to complete each stage by shortening the time consumption of each stage through formal/informal utilization of these mobile and social computing technologies to it's best but demographic differences like social and cultural difference yet in search of a resolution. Perhaps, increased collaboration and peer networking through social computing would be answer to this in days to come. Saving Changes...

Please take a correction on order of those stages - Forming, Storming, Norming, Performing, and Adjourning.
Project manager has a multi-dimensional role to shorten the time frame of each stage irrespective of cultural, social and organizational environment. He has to be very flexible too to adapt those roles time to time.
Those roles are:
Forming stage - PM's role To Direct
Storming stage - PM's role To Coach
Norming stage - PM's role To Participate
Performing stage - PM's role To Delegate
Any delay in his role play can upset the gestation period of each stage. Its dynamism is not so simple or in order, it can move in any direction with in-coming or shuffling of members. Therefore, PM has to change his role with the dynamism of team too. Saving Changes...

For the roles of PM to guide the process of forming, storming, norming and performing. But this 4 step will subject on a few other critical matter a part of you did mentioned above cultural and environmental.
1) The number of pax in your team. The large the team, the communication channel will increase, and definitely increase the time to move from each stage.
2) Remote team member, this highly impact on the process. We have to fully utilise the availability of technology to ensure the stages change in smooth condition.
3) Each stage may not same in term of period. Forming maybe the most duration to take in place since at earlier stage. By the time all team member still new to the project. Once reached norming stage, i believe it can go fast during performing stage.
