I'm conducting a large Software Development Project($5mill) and I need to put in place a formal Technical Design Review Process to make sure the vendors are delivering the right solution.Are there any templates/documentation out there that can help me with this challange?

A number of years ago Michael Fagan, then working at IBM devised a formal inspecton method for documents (specifically requirements specifications). Generally the inspections are called FAGAN INSPECTIONS.
Although designed primarily for documents, you may be able to use many of the principals in order to conduct your formal review. Hope this helps Saving Changes...
