I was reading a nice article in the Elizabeth Harrin blog.
In this article Elizabeth 4 different tools:
- In the Initiation Phase, use cost estimates.
- In the Planning Phase (which they call Definition), use a budget.
- In the Execution phase, use cost monitoring.
- In the Closing phase, use financial evaluation.
Basically I work as described in this article. Particularly in the budgeting phase I tend to apply Pareto rules focusing my attention in the most important element, which I analyze in a deeply manner; and maintain a more basic cost estimate for the elements without a strong economical impact (in this case, when it is needed, I develop them in the execution phase.
I'd like to know if you work with a similar method or you use a different one.
in this last case, may you describe how do you work?

After initiation & planning , best method for monitoring & controlling the cost through out the project is by doing Earned Value Measurement , irrespective of the size of the project.
Another method adopted in Middle East & South East Areas is monitoring the cost & schedule through WBS. Saving Changes...

As you know, in WBS & WBS Dictionary all details including cost, time, resources, risks, milestone etc. of the work package is very clearly worked out after a considerable thought & discussion. During execution, we keep on comparing the actuals with WBS deliverable details to assess whether the project is on track or not. In nut shell we keenly monitor and very concerned about the schedule delays and cost overrun if any. Here WBS is used as base line or reference document for project performance on cost & schedule front.

correct Rami, this is the correct process. In my case, due to I normally use a fixed price contract for general contractor (like you I'm in civil construction field). For this reason the process you describe is not applied to general contractor (after contract signature off course) but more effectively for minor items (furniture, wood finishes etc.) and change order for contingency not included in the general contractor contract. Concerning minor Items I think is better to have an high level estimate at the beginning which you can improve when it is necessary (these items normally are necessary 1 - 1,5 years after construction start - and costs can change in the meantime or some of them are not in production anymore)

Glad to know we are in the same field. In case of FP Contracts, we usually estimate and prepare a budget before sending out tenders for bidding. When you have FFP, I agree its difficult to do savings and sometimes changes are huge but usually we use FP with Incentive.

Hi Krishna, you are right that WBS dictionary contains mayn attributs that are elaborated over time, including cost estimates. The WBS/dictionary is mainly used as scope baseline. A cost baseline or budget is developed out of this and the schedule and can include risk contingencies, uplifts etc., so it might be (will be) in sum more than the WBS dictionary estimates.

I am curious now - what you describe in term of cost - control against the WBS info - is not this the same thing as earned value management? What is different to consider it as a different method?
For schedule, the WBS work packages should be built into a schedule for easier control, critical path, etc. So I am not clear how you control the schedule using WBS only? Unless it is a small project with less than a 50 packages - control using WBS may seems like too much work for no added value.
Again - I am curious

Absolutely right you are , in WBS method percentage progress of the project is looked at. Performance analysis based on percent progress may not be the most accurate , which I think is also not supported by the PMI .
In my first posting I have clearly stated that EVM , irrespective of the size of the project , is the best tool to analyse project performance.

thanks Mounir, it was my first impression too and I'm thinking about it. At his moment my impression is that PV is not calculated but simply the work performed is compared with the correspondent baseline.
