IT - Enterprise Application Tool/Vendor Selection Roles

I'd like to get input from others as to which role(s) in your organization make Enterprise Application tool selection, more on the technical side. Let's assume for this discussion that any tool selected must meet business stakeholder requirements and that they are part of the assessment. Additionally a cross-section of other stakeholders, such as Information Security have weighed in. My question is on the IT side, who tends to be responsible for Enterprise Application tool recommendation.

In some organizations for which I've worked it has been Architecture, or a general IT Manager, the CIO, or even the team that supports the Enterprise Applications. I have my own opinion where this should sit, but I'm interested in yours.

So...How is it in your organization?

Hi Michelle,

Normally for my customer, they have committee that consist of CIO and IT management team for the tool selection. Off course the needs of the tools is part of selection criteria but the cost benefit will be the highest consideration.

Hi Michelle,
The CIO should have a team put together to see to all aspect of the recommendation, that should often include handuser.
With the information he should meet with CEO,CFO,.... and present the recommendation and criteria for a go.

Depends upon hierarchy of any organizations and varies as per vision of organizations.

I often see the CIO and IT technical teams make the decision on tools selection. Often great effort is put into the weighting, selection and deployment of such tools with little thought to how it serves the organization long term. Ultimately this lack of planning and business alignment results in not budgeting for future support and upgrades of the tool and it withers on the vine.

In the organizations which I have worked for, Vendor selection roles is usually given to:
- Concerned Department (in this case IT)
- Procurement Department
Technical Review shall be done through the Concerned Department and required forming a committee to go through technical review criteria while Commercial Review shall be done through procurement department to ensure all procedures for each entity have been followed.
