My recommendation is take a closer look to the model. Each time something will be started in your organization you have to perform an activity that belongs to business analysis and is named "enterprise analysis" (now, "needs analysis" in the PMI´s PGBA). That is because to not fail the whole organization has to be "seen" from the systemic point of view. The deliverable for needs analysis is the business case document which, as you know, is the input to PMI´s PMBOK initiation process. But what is critical for me is the fact that thanks to analyze the organizational architecture (architecture = components PLUS relations) you can detect all the impact the new initiative will create at organizational level. To emphasize Sergio's suggestion, enterprise analysis is not only useful in managing the enterprise's maturity but also in identifying and prioritizing projects.
