Why not to stop such intruders?is it easy to say to those people , you are not involved?

Any person should introduce himself honestly. Many managers are successful without certificate. Others hide behind fake certificate knowing that he did not get.

If there is any proof that they are hiding behind fake certificates then as part of the profession, you need to report that and / or face them with the truth.
