Can anyone kindly give me PUBLISHED REFERENCES of instances in which PERT/CPM has been used to investigate or solve project management issues in County, state or Federal services where clients were having to wait excessively for services applications to be processed. Typical examples: waiting time to receive new travel passports, waiting times to receive social security benefits, waiting times to begin to receive retirement benefits.
I am interested in knowing how the theories, opinions, principles and arguments were applied in dealing with problem of excessive waiting times.
