Mainframe Development Metrics

I am managing mainframe development projects and I am trying to determine the generally accepted percentages of total project effort per life cycle phase (i.e. Analysis 15%, Design 20%, etc.). Do you have any references/articles I can check out?

Hi Lynette,
In my experience the percentages are very dependent on the methods and tools being used. As a general rule of thumb however I have found the following percentages to hold pretty true:

Discovery = 5%
Requirements = 20%
Design = 40%
Construction = 30%
Unknown issues and complications = 5%
