Business analyst shall responsible to identify the stakeholder (business user/end user) who will impact by the initiative.
PM or BA alone might not able to identify all stakeholder, especially in big size project. It should be combination efforts between this 2 roles.

Thanks for your input. From business analysis perspective, stakeholder identification and analysis starts very early before the business case is created and project charter (which is where the PM is mentioned) . . . Will the PM continue from where the BA stopped or both will update the list and manage the stakeholders collectively? Saving Changes...

It would depend on what stage the PM is assigned.
If they are not involved with creating the Project Charter, then probably the Project Sponsor would be responsible.
As the identification of stakeholders in an ongoing process, once a PM is on board then they would ultimately be responsible.
Anybody at any time can identify stakeholders, so I don’t think Business Analysts would necessarily assume overall responsibility. In much the same way that they wouldn’t expect to have responsibility for identifying risks, or changes.

Stakeholder management is PM responsibility. So identifying them is also PM responsibility. However he may consult the BA in this case. But bottom line its PM responsibility, because if any escalation or problem future in the project with regards to stakeholder, a PM cannot blame BA that he/she did not told me that Mr.X is also a stakeholder. I absolutely agree with Saurabh that stakeholder management is ultimately the responsibility of the PM. All team members participate in identifying stakeholders but responsibility falls upon the PM.

please correct me, Stakeholder management process begins once the project starts, but identifying the stakeholders should be sought out before the project starts.
THE ENTIRE PROJECT IS THE RESPONSIBILITY OF THE PM. The PM must own the project from the time they are assigned until the project achieves closure.

I agree with you John. The PM is responsible for all scope/processes (including stakeholder management). Responsibilities can certainly be delegated to a BA, as appropriate, if one exists on the project team.
Whoever starts the Stakeholder Identification process and creates the initial list, I believe the whole project team needs to provide input to ensure all parties are covered...
