I absolutely agree with Saurabh that stakeholder management is ultimately the responsibility of the PM. All team members participate in identifying stakeholders but responsibility falls upon the PM.

please correct me, Stakeholder management process begins once the project starts, but identifying the stakeholders should be sought out before the project starts.
