How to make this project a success

In our organization there will be a survey released to each member to understand the concerns/issues and there will be a score given by the employee in this survey based on various parameters like how satisfied with respect to skill enhancement,promotions,salary etc.Before releasing the survey to the member there will be a meeting held between manager and the employee too understand the concerns,explain about the survey etc.

I am identified as a SPOC for this activity to make sure there is 100% participation on-time in this survey and to increase the score of the survey.

Can you please help me with this small project on how to proceed and make it a success.

Stakeholders : Employee,manager and the organization.
Requirements : 100% participation in the survey and increase the survey score

Please note that till today HR is driving this like sending reminders to managers,employees to complete the survey but from now on wards they want somebody from no-HR department to run this show.

nowadays they have online survey and mobile survey that can be access easily for all the participants. Thus if your side could consider to use this new technology, it is good for you and your team.

Yes it is an online survey but we cannot enforce the members to complete the survey on time.
With all the suggestions provided by other fellow members I will discuss with my HR and come up with a plan to aim for maximum participation.

I'd come up with a plan for a communications-based project. A few quick ideas that the PBS could include (A) some means of recording and monitoring completion rates for each area (B) various comms approaches - web-pages, manager briefings, newsletters, social media, posters, surveys and competitions etc etc to engage the staff, (C) Incentivisation for completion - team or individual awards for their area. Maybe others have ideas too. Tim

Let me say that I have been involved in this type of initiatives where people of different countries and different cultures were there. The key is to motivate people. Ask this question to yourself: why I will complete the survey?. Put your answers in a piece of paper and then you have a good started point. Make the same for other people you know. Depending of your culture (I understand you are living in India. I have the pleasure to work with people from that country from years ago up to day), country culture and organizaton culture the HR people have to find ways to motivate your people. The method is simple: how is the pain that taking this survey will solve for each person that have to take it. Obviously is impossible to make all people happy. After that, when HR define the message, you have to find the method to publish it. In my last assignement we do that by publish in internal intranet, by sending emails, by publish in internal TV monitors, or for some countries by making a contest.
That is a very good Point Sergio "Ask this question to yourself: why I will complete the survey". I will take this as a base and proceed further.
