Shadow PMOs

Have you seen shadow mini PMO groups in your organizations. Basically hiring PMs for their own departments without consulting the PMO organization or requesting PMs from PMO.
I have noticed most of the large organizations (Example Banks) hire PMs without consulting their PMO office. After a while these PMs build their own shadow mini PMO bodies....also it organically grows and produce their own processes and templates to run projects.

Not sure why senior leaders don't see this as a issue.

Thusi: that is the key item you have to work on: "Other departments do not want to be controled". PMO is not about controlling something. That is the mistake (I am not saying you) most of the people do. If somebody creates a PMO to controling something then they are lost.

Could it be that they perceive the PMO has an other entity that take from their benefit without contributing?

For the PMO to work they need to generate value to the organization, and get it know to the organization.

It is not that Senior managers are not aware what is going on. It is as aptly put by Mr.Markus, senior management want just results , not bothering about the means but the end and if the end result is more revenue, it is all the better for senior management.
Hello Krishna, This is a concern for the bottom line. Why not using the PMO based full time employed PMs rather than hiring new. By having shadow PMO will increase the operational expenses for the company.

To follow on to Mounir's comments (especially #4 - let's not speculate, let's get specific), I would spend some time analyzing and understanding the reasons for this behavior from the other departments, and then figure out what you should do to fix this and avoid it in the future.

This is typical in large organization. It is just mot PM but few create their own shadow finance organization. Not the right step if you want to be consist and create a standardized proceess.
